Shaquille Worrell FSA, FCIA
Managing Partner, Technology & Risk
Shaquille is a qualified actuary with more than eight years of experience in risk management, financial modelling, actuarial analysis, pricing, forecasting and financial reporting. His career has spanned consulting and major Canadian financial institutions, where he has helped organizations assess financial performance, understand emerging risks and translate complex quantitative analysis into practical business decisions.
He began his career at Eckler, performing actuarial valuations of long-term financial obligations for corporate and government organizations. His work included sensitivity testing, analysing financial and demographic risks, assessing changes in liabilities and evaluating the financial implications of different assumptions and emerging experience.
At Mercer, Shaquille advised organizations ranging from smaller institutions to large multinational corporations on financial and risk-management strategies. He evaluated historical experience, projected future costs, assessed alternative funding and risk-transfer arrangements, and supported organizations in managing financial and operational risks. His work contributed to millions of dollars in savings for clients across Canada. His consulting experience also involved leading multidisciplinary teams and working with diverse stakeholders to turn technical analysis into practical recommendations.
At Manulife, he was responsible for profitability measurement, financial planning, forecasting and reporting across an insurance portfolio representing approximately CAD $12 billion in annualized revenue. He analysed emerging experience and financial risks, investigated drivers of gains and losses, and regularly translated complex financial results into decision-ready insights for senior executives. He also led automation and reporting enhancement initiatives in collaboration with technology and systems teams, improving processes and creating capacity for higher-value analytical work.
Today, Shaquille works in insurance pricing at RBC Insurance, where he supports the development of pricing strategies and methodologies, analyses profitability and emerging experience, and provides recommendations supporting underwriting, product and commercial decisions.
Alongside his actuarial career, Shaquille has developed a strong technology foundation beginning with formal post-secondary studies in computing and continuing through years of independent learning and practical development. He has built digital applications and web-based solutions and brings a practical understanding of how technology, data and automation can be used to improve business processes, decision-making and organizational performance.
For Hillaby Advisory’s clients across North America and the Caribbean, Shaquille brings these disciplines together to help organizations identify and quantify risk, evaluate financial and operational exposures, strengthen risk-management frameworks, and use technology to improve how they operate and make decisions. His approach combines quantitative rigour with practical implementation, helping clients move from analysis to solutions that can be embedded into the organization.
Shaquille is a Fellow of the Society of Actuaries (FSA) and a Fellow of the Canadian Institute of Actuaries (FCIA), and holds the Financial Modeling & Valuation Analyst (FMVA) certification. He also holds a Graduate Certificate in Financial Planning from Centennial College in Toronto and a B.Sc. in Actuarial Science with First Class Honours from the University of the West Indies and Concordia University in Montreal. He is also licensed in Ontario as a Life and Accident & Sickness Insurance Agent.
